Pakistan Prime Minister Imran Khan approved the setting up of the National Intelligence Coordination Committee (NICC) which is another committee to liaison between numerous spy agencies already operating in different fields in Pakistan.
The joint committee, set up with the approval of Prime Minister Imran Khan, will be headed by the Director General (DG) of Inter-Services Intelligence (ISI).
According to officials, the purpose of the committee is to enhance the capacity of the country’s intelligence agencies and further coordinate their cooperation.
According to security sources, preliminary meetings have been held between all the intelligence agencies for this purpose in which the proposal was put before the Prime Minister after consensus.
The Prime Minister has approved the formation of a joint committee, after which the first meeting of the committee will be convened next week.
There are about two dozen intelligence agencies operating in Pakistan and there have been frequent questions about the lack of coordination and partnership between them.
The NICC will work on ways to coordinate intelligence agencies in the country, while the National Counter Terrorism Authority (NCTA) will also be part of the new structure.

Retired General Khalid Lodhi, a defense expert, says it was a necessary step in addressing the current threats to Pakistan, which will help the country’s internal and border defense.
He said that in the fight against terrorism, the need for coordination and cooperation between the intelligence agencies was felt on many occasions, but the establishment was delayed due to disagreement over its modalities.
Khalid Lodhi says intelligence agencies have their own priorities, responsibilities and capabilities. However, in the current era, the kind of threats and ‘hybrid war’ that is facing is not possible without a common thinking and strategy.

Leader of Sindhis and Mohajirs, Altaf Hussain came down heavily on Pakitan establishment and said that it is an attempt to make the Pakistan Intelligence Agency ISI the Supreme Authority in whole of the Pakistan. He further said that the unconstitutional, unethical and unlimited poweres have been vested with the Pakistan Intelligence Agency ISI under the umbrella of NICC to carry out their illegal activities.
It should be noted that Pakistan Intelligence Agency ISI is responsible for enforced disappearances of over a million Baloch, Sindhis, Mohajirs, Pashtuns and other nationals who ever speaks up against the government. Political dissidents end up in torture cells of Pakistan Intelligence Agency ISI and Pakistan Army where either they are sold for Organ harvesting or are killed and burried at unknown locations and their families never get to know the whereabouts ever after their abduction.

For the females, ISI has also set up rape cells where women are tortured and raped and never get to see their families again. Political dissidents are left with no choice but to flee Pakistan.
Recently a noted Journalist Gulalai Ismail also fled to the United States to escape persecution by the Pakistan Intelligence Agency and Pakistan Army. However her family and relatives are continuously harassed by ISI. Giving absolute and uncontrolled powers to such a dirty Intelligence Agency that supported Osama Bin Laden will create more Human Rights Abuses.
Another example is that of Ahmad Waqass Goraya who had to flee to Netherlands.
According to analysts, the Abbottabad Commission, in its report, revealed the absence of a mechanism for cooperation between civil and military intelligence agencies and proposed the establishment of a US Department of Homeland Security-style agency.
The report of the Abbottabad Commission, set up in 2011 to investigate the death of Osama bin Laden in a US operation, has not been made public.
The report has so far been criticized by some political circles for not making it public.
PPP secretary general Farhatullah Babar says setting up a committee of all intelligence agencies under the ISI chief is a dangerous and wrong move.
In a tweet, he said that the intelligence agencies need to be brought under the law and not their illegal activities should be appreciated.
Farhatullah Babar says parliament must intervene.
It may be recalled that during the PPP regime, ISI and IB were brought under the purview of the Interior Ministry, but the declaration was withdrawn after the reaction of one of them.
Retired General Khalid Lodhi says that in the past, despite agreeing to set up a joint committee of intelligence agencies, there was disagreement over the selection of its head, which has certainly gone away.
He says that in practice, the head of the institution which is stronger, more efficient and more capable should be the head of NICC.
He said that if it was not decided which agency would be headed by the chairman of NICC, then the Prime Minister could head it himself.

Already Pakistan Intelligence Agency is responsible for gross human right abuses in Balochistan, Sindhudesh, Pashtunistan, Gilgit-Baltistan and Pakistan Occupied Kashmir. Will giving more powers to ISI, not create more frustration among all the Occupied nations by Pakistan?
Will it not accelerate freedom movement in Balochistan, Sindhudesh and Pashtunistan?
Which other country has civil administration run by Spy Agencies with absolute, unconstitutional and unchallenged powers? That can only happen in a Fascist terrorist producing country of the world.
